Job Description:  RESPEC Company, LLC (RESPEC) and Data Basis LLC, actively seek an experienced Project Manager (PM).  Through our partnership, we provide mission critical information technologies (IT) support for our client, The Indian Health Service (IHS).  Jointly, our team provides enterprise level support for the National Patient Information Reporting System (NPIRS). 

Adhering to PMI standards, the PM works closely with external clients, internal management and internal technical resources to keep the client and key stakeholders informed of project status, deliverables, risks and issues.


  • Successful initiation, planning, execution, management, and oversight of a major Government contract providing Information Technology support
  • Exercising responsibility for planning, organizing, leading and directing activities overseeing and guiding a  team of employees engaged in providing a broad range of engineering disciplines engaged in research and technology, design, development, and operations in a rapidly shifting strategic environment
  • Responsible for results oriented oversight of short- and long-range planning and innovations translating ideas into viable products, and generating and implementing ideas, which add value to the contract and to our customers
  • Providing applications systems analysis and long and short-range plans for application selection, systems development, systems maintenance, and production activities for necessary support resources
  • Responsible for interpreting the business strategy, assessing the feasibility of the objective, analyzing the cause of the issues, recommending and/or innovating a solution, formulating a scope of work, and progressively elaborating the scope of work.
  • Executing projects, and ensuring the strategic objectives are met using complex analysis, imagination, and critical thinking.
  • Actively seeks ideas that add value throughout the project life cycle to ensure that the result is achieved.
  • Management  of  fiscal matters
  • Development and implementation of operating policies and procedures to ensure compliance
  • Ensures company activities are administered within contract provisions and company policy
  • Sets standards for quality of performance of company, individual activities, monitoring and evaluating results
  • Ability to capture requirements during meetings to document customer needs and business requirements.

Qualifications: Bachelor's degree in information technology or computer sciences-related discipline, or the equivalent combination of education, professional training, and work experience; minimum of  3-4 years of experience with requirements analysis.

  • Proven ability to oversee all aspects of similar IT project of significant scope.
  • Has successfully led a team on a complex project comprised of simultaneous sub-projects with critical milestones and deadlines.
  • Skillful analysis of arising project-related problems (people, process, technology), and creation of innovative solutions that normally involve the schedule, technologies, methodologies, tools and IT solution components.
  • Familiarity with administrating, leading/tasking, and ensuring the completeness and updates of a large document repository and tracking. Creation of quality artifacts, e.g., meeting documentation, reports, guides, goals/objectives analysis.
  • TBM cost reporting and BNS development for projects, in support of EPLC.
  • Excellent communication and interpersonal skills with ability to talk to people at multiple levels within the organization and with federal client.
  • Team player with the ability to develop and maintain working relationships with internal and client project stakeholders, colleagues, and technical team members.
  • Has knowledge of technology system development lifecycles and methodologies, including Waterfall and Agile.
  • Possesses strong people-management skills, including ability to manage highly skilled teams of varying size.

Preferred qualifications include the following:

  • Project Manager experience for a federal government Information Technology support services program
  • Experience in handling a multi-customer, multi-user consolidated contract
  • Minimum 5 years of Information Technology contract management experience
  • Minimum of 3 years of Government experience in similar position
  • Experience managing up to 20 employees in a Government contract environment.
