Job Description

RESPEC is an IT consulting and services company that seeks Business Process Improvement Specialist/Sr. BA who will provide support to the Indian Health Service Software Engineering and Support Services (SESS) federal contract.  This position provides an opportunity to work primarily from home with a geographically dispersed team.

The Business Process Improvement Specialist/Sr. BA serves in a lead key-person role in reporting to the prime contractor in a dynamic and fast-paced work environment and is responsible for owning and furthering multiple project priorities.  The individual in this position thinks outside the box by developing and implementing innovative processes while adapting to additional process improvements.  The Business Process Improvement Specialist/Sr. BA must adeptly facilitate and coordinate a large and distributed team with the ability to cite experience with federal projects. This individual will support people who are responsible for collecting, transmitting, sourcing, tracing, writing, and managing these requirements for each project in the portfolio.  The Business Process Improvement Specialist/Sr. BA will report to the IHS SESS program PMO.   

The Business Process Improvement Specialist/Sr. BA will:

  • Serve as a technical advisor to the PMO in recommending process and tool improvements, developing Business Analysis community of Practice (CoP), and introducing industry best practices.
  • Design and implement standardized requirements management processes and procedures as well as monitor progress against implementation goals.
  • Lead and oversee the work of a team of business analysts with both requirements and project management responsibilities that support a portfolio of Electronic Health Records and related applications.
  • Oversee the requirements life cycle from elicitation to closeout (e.g., tracking, managing, metadata, organization, prioritization, and RTM).
  • Serve as a mentor and coach to business analysts as they evaluate, analyze, define, and document requirements to create a Requirements Management Plan by using a variety of methods such as user stories, use cases, business/functional/system requirements, requirements traceability matrices, wireframes, data models, data dictionary, test cases, and change requests.
  • Manage the program requirements backlog and change-request processes by using a variety of tools.

Education/Certification

  • Bachelor of science degree in a related technical discipline, or the equivalent combination of education, professional training, and work experience.
  • IIBA certification Certified Business Analysis Professional (CBAP) or PMI Professional in Business Analysis (PMI-PBA) is preferred.
  • Agile certification such as Scrum Alliance CSM or Scaled Agile SAFe is preferred.

 Requirements

  • 10+ years of experience with requirements analysis and engineering using SDLC Waterfall and Agile methodologies.
  • Ability to obtain a Public Trust Level 5 clearance.
  • Occasional travel within the US, including program offices in Rockville, Maryland.

Preferred Qualifications

  • Experience in creating process and data flow diagrams as well as prototypes/wireframes.
  • Experience in managing change-control activities, including product backlogs, scope management, and impact and gap analysis.
  • Experience in educating and training an existing team of business analysts to achieve increased program process maturity.
  • Project management experience and ability to guide business analysts through project management activities in a changing environment.
  • Advanced knowledge of system development methodology and project management.
  • Working knowledge of the Microsoft Office suite of applications.
  • Working knowledge of Team Foundation Server and/or Azure DevOps.
  • Understanding of logical data modeling, unified modeling language/RUP, CRUD (create, read, update, and delete), and data dictionary.
  • Proven ability to work on a remote/distributed team.
  • Experience with Health IT preferred.
  • Excellent oral and written communication, organizational, and interpersonal skills and analytic capabilities.
  • Team player who works well with clients and colleagues at all levels.

Compensation: Salary depends on experience and expertise.
