The Noble Street Upgrade project served as a critical anchor for the broader downtown revitalization in Fairbanks. This half-mile stretch through the city center required full reconstruction to address deteriorating pavement, outdated utilities, and noncompliant pedestrian routes. Working closely with stakeholders, RESPEC designed a corridor that improves safety, supports reliable access, and fits the character of the city center.
Turning Integrated Services into a Downtown-Ready Plan
RESPEC provided comprehensive design services, including surveying, permitting, roadway design, and construction administration. Close coordination with the City of Fairbanks, Alaska Department of Transportation & Public Facilities, and public ensured the design reflected both community priorities and long-term maintenance needs.
RESPEC’s design replaced aging infrastructure with new curb, gutter, and ADA-compliant sidewalks to improve accessibility and safety while maintaining efficient traffic operations and preserving access to adjacent businesses. The design team met the challenges of working within a tightly constrained urban corridor, balancing grades, utilities, and property transitions to deliver a modern roadway that blends seamlessly with the surrounding downtown environment.
Delivering Value Through Clear Plans and Steady Coordination
High-quality construction documents and clear communication resulted in highly competitive bids—the two lowest coming within 2% of each other—and the project finished nearly $1 million under budget. RESPEC also completed extensive design, control, and right-of-way surveys along the corridor.
Through collaborative design and cost-effective solutions, RESPEC helped the city create a downtown corridor that supports community growth and reflects Fairbanks’s commitment to revitalization and quality of life.
