Building Infill That Fits the Neighborhood

The Oberlin Preserve was envisioned as a carefully planned urban infill project—one that adds new housing opportunities without erasing the character of one of Raleigh’s most established neighborhoods. Spread across three noncontiguous parcels, the development required a thoughtful approach to site layout, infrastructure, and regulatory coordination to ensure each piece worked independently and as part of a cohesive whole.

Serving as the civil engineer of record, RESPEC supported the project from early master planning through detailed site and infrastructure design. Our teams led the design of utilities, water and sewer systems, and stormwater management, coordinating closely with architects, geotechnical engineers, and landscape designers to ensure technical systems reinforced the overall neighborhood vision rather than competing with it. The result is a plan that supports luxury, condominium-style townhomes while maintaining appropriate scale, circulation, and compatibility with the surrounding historic context.

Regulatory navigation was a critical component. As one of the first developments in Raleigh designed under the city’s updated stormwater manual, Oberlin Preserve required early interpretation and practical application of new requirements. RESPEC implemented sand-filter stormwater systems and guided the project through Raleigh’s multi-phase entitlement process—from initial sketch plans through Administrative Site Review and Site Permit Review—keeping momentum and complying with regulatory requirements.
