Delivering 1,500 Homes Across Four Concurrent Phases in a New Market

When Scale Tests Capacity

After working together for 15 years on 50- to 100-acre projects, Lennar asked RESPEC to design a 1,500-unit residential community spanning more than 565 acres—the first project of this size for both the client and the team in Charlotte County. The Willow community includes townhomes and single-family homes across four phases, with Phases 2, 3, and 4 progressing simultaneously under RESPEC’s design. Three phases were scheduled to advance in parallel, tying design progress, permitting, and plat approvals together in a county where neither the client nor the team had an established review history.

Coordinating Design While Approvals Moved in Parallel

The team designed roadways, utilities, drainage systems, and site layouts while coordinating permits with Charlotte County, the Florida Department of Transportation, and the South Florida Water Management District. Lennar’s schedule required quick groundbreaking, but building relationships with unfamiliar reviewers, each with their own interpretations and preferences, slowed early progress. As county review staff changed during the process, subdivision timelines were adjusted, with the first of three plats recording later than initially anticipated.

Environmental constraints added timing pressure. A wetland system runs through the property, requiring careful avoidance. A Bald Eagle nest delayed Phase 2 construction during nesting season. Bonneted-headed bat surveys—a relatively new protected species review—required 3 weeks of video and audio monitoring in forested habitat, though without delaying construction.

In Phase 1, gaps between available records and field conditions required utility verification before later phases could proceed, leading to targeted redesign. The team managed first-time utility turnover to Charlotte County and final construction certifications as part of project delivery.

Proving Capacity at Scale

By aligning design, permitting, and environmental review across all phases, the project removed approval bottlenecks that constrained concurrent construction. Subdivision plats recorded, environmental constraints were cleared without stopping work, and utilities advanced through county acceptance, allowing multiple phases to build at the same time without compounding delay.
