Air Quality Plan Approval Application (PAA)

Wayne Township Landfill; Clinton County, PA
Energy Power Partners (EPP), Clinton County Solid Waste Authority

Project Highlights

  • Prepared Potential to Emit Calculations for LFGTE-fired engines
  • Facilitated meetings between EPP and the Landfill
  • Aided in the pre-application meeting with PADEP
  • Prepared a facility-wide potential-to-emit (PTE) emissions summary for the LFGTE plant
  • Compared the individual constituent emissions estimates to major (Title V) source thresholds
  • Prepared aggregate emission scenarios of the LFGTE Plant and the Landfill to compare to NNSR and PSD thresholds
  • Evaluated potential impact on the Landfill’s Title V Operating Permit (TVOP) to determine if a permit modification was needed
  • Performed Regulatory Review/Summary for new LFGTE plant
  • Prepared Plan Approval Application
  • Performed an independent review of the LFG model prepared by EPP and validated the model results.

Benefits (Engineering, Economics, & Environment)

  • RESPEC’s understanding of landfill operations and LFGTE projects ensured maximum operational flexibility for the proposed engine plant. Successfully argued that LFGTE plant should not be aggregated with the landfill.
  • Demonstrated siloxane removal from LFG was technically and therefore economically infeasible for the LFGTE plant.
  • Use of the LFG in an engine plant saved the client virgin fuel and reduced flared emissions from the landfill. Worked with client and DEP to demonstrate why the low NOx engines with air to fuel ratio control should be considered BAT.
