Maintaining Flood Conveyance While Enabling Site Access

A Crossing with No Margin for Error

The Fruitville Commons site sat divided by the Main C Canal, a primary conveyance to the Celery Fields Regional Stormwater Facility. Without a crossing, the 42-acre mixed-use development could not function as a connected community. With the wrong crossing, the project risked reducing flood capacity in a canal that already carried regional flows. Any loss of conveyance would have pushed flood risk downstream and stalled approvals.

Modeling Drove the Design

RESPEC designed and supported the construction of a surface-water crossing that consisted of four 9-foot by 12-foot concrete box culverts. To ensure the crossing would not increase flood risk, the team incorporated the proposed design into Sarasota County’s Phillippi Creek ICPR4 Watershed Model and ran multiple design-storm simulations. Surveyed canal cross sections and detailed hydraulic modeling informed culvert sizing and placement, balancing development needs with flood protection and regulatory compliance. The project team prepared and submitted design plans and permit applications to the Southwest Florida Water Management District and Sarasota County, which supported a smooth approval process. The team oversaw construction to verify that installation matched the approved design and that appropriate best management practices were implemented.

Flood Capacity Preserved

The completed crossing now conveys regional storm flows without constriction, maintaining the Main C Canal’s role within the downstream stormwater system. Modeled flood elevations remained unchanged under regulatory storm events, confirming that access was established without shifting risk downstream or degrading system performance.
