Building a Tribally Managed Health-Care Facility Centered on Access, Trust, and Long-Term Care
A Shift in How Care Is Delivered
Health-care services for Native American communities in the Rapid City region had long been delivered from a facility that limited how care could be provided. Space constraints and fragmented services shaped daily operations and patient experience. Developing the Oyate Health Center marked a clear shift, moving care into a tribally managed facility designed to support coordinated, culturally responsive health care on a site with a longstanding role of serving the community.
Designing for Scale, Reliability, and Uncertainty
RESPEC provided structural design for the new health center, ensuring the building could support its size, daily use, and architectural design. A concrete and steel structural system formed the foundation of the facility, and coordinated framing supported the building’s exterior shape. Retaining walls made it possible to create a usable basement level at the north end of the site, increasing the amount of functional space within the building.
The project was delivered during the COVID-19 pandemic, requiring flexibility and close coordination. RESPEC adapted to virtual collaboration and led weekly meetings to keep designers, builders, and the owner aligned, allowing the project to stay on track despite shifting conditions.
Consolidating Care and Strengthening Long-Term Performance
Opened in February 2023, the Oyate Health Center brings together a wide range of health-care services under one roof, reducing barriers to care and improving coordination for patients. Designed for daily use and long-term reliability, the facility strengthens regional health-care infrastructure while delivering a high-performing public asset that supports community health, system resilience, and sustained service over time.
