Addressing Safety and Security, Making Necessary Updates, and Planning for a New School

In Kyle, South Dakota, on the Pine Ridge Reservation, stands a school that not only educates but serves as a vital community hub—Little Wound School (LWS). Since its construction in the 1930s as a Bureau of Indian Affairs (BIA)-funded institution, LWS has faced its fair share of challenges, from outdated and undersized facilities to safety and security concerns. These issues are why RESPEC has been collaborating with the school, beginning in 2017, to make much-needed updates and improvements related to the safety and security of LWS students. 

In providing project management services, RESPEC has completed improvements to the school campus, such as updating fire alarm systems, adding outdoor security lighting and perimeter fencing, improving drainage and roadway surfaces, and installing Americans with Disabilities Act (ADA) accessibility components. RESPEC has accomplished these initiatives while ensuring compliance with the regulations and specifications set forth by the BIA. 

To continue overcoming the challenges presented, RESPEC works closely with local contractors; utilities; and the Oglala Sioux Tribe (OST) Tribal Employment Rights Office (TERO), Roads, and Rural Water departments to ensure compliance with BIA regulations. The ongoing Facility Improvement and Repair (FI&R) project includes safety and security upgrades, like adding crosswalks and radar signage, updating a centralized exterior door access system, improving low-energy parking lot lighting, adding culverts and drop inlets, installing a fire suppression and alarm system in the elementary wing, and repairing a malfunctioning fire alarm system in the high school. 

RESPEC’s dedication to following BIA regulations and working closely with local entities has significantly improved the learning environment at LWS and increased safety for students. As a result of their project management services, the Pine Ridge Indian Reservation community has seen positive changes and progress.
