THE CHALLENGE
Hospital Campus was closing and would no longer have staff onsite every day to maintain the boilers and emergency generators nor would be able to complete weekly emission checks required under the campuses’ air quality operating permit.
THE SOLUTION
RESPEC approached the PA DEP Air Quality Program and requested a reduction in recordkeeping frequency. We gathered historical data and reviewed it for completeness prior to providing to the Department. RESPEC worked with the Department to ensure that the request was approved, reducing the frequency of the emissions checks to monthly. These monthly checks could be completed by the maintenance technician who is periodically onsite as part of the realty firm managing the closed campus.
THE RESULTS/CLIENT BENEFITS/VALUE
This reduction in emissions monitoring frequency reduced the time and monetary burden on the hospital by reducing the need for staff to conduct checks onsite, or alternatively, pay to have a third party conduct them onsite, while still maintaining complete compliance with the terms and conditions of the hospital’s air quality operating permit.
Estimated cost savings in labor $300 a month. Potential PA DEP penalties for failure to complete recordkeeping can vary but would be in the range of $1,500 – $7,500 depending on the number of sources involved and the number of days of recordkeeping missed.
