Job Description

RESPEC is seeking an experienced Database Administrator 2 to support a major Texas state government health and human services initiative. This position will play a key role in maintaining, enhancing, and optimizing enterprise data warehouse environments, supporting business intelligence and reporting platforms, and ensuring the integrity, security, and performance of critical data systems.

The ideal candidate will bring strong experience in data warehousing, database administration, ETL processes, data modeling, and enterprise reporting solutions within large-scale environments.

Core Responsibilities:

  • Install, upgrade, and support enterprise database management software and related technologies.

  • Support database migrations and validate system functionality following upgrades.

  • Analyze, design, modify, and maintain database structures and environments.

  • Develop and implement backup, recovery, and disaster recovery procedures.

  • Monitor database performance and implement tuning and optimization improvements.

  • Establish and maintain database security controls, user access, and compliance requirements.

  • Perform logical and physical data modeling for enterprise applications and data warehouse environments.

  • Design and maintain relational database models and physical database structures.

  • Support data warehouse development, maintenance, and enhancement efforts.

  • Evaluate and recommend database software and technology solutions.

  • Create and maintain database documentation, standards, procedures, and data dictionaries.

  • Assist with benchmarking, performance testing, and capacity planning activities.

  • Collaborate with business and technical teams to support reporting, analytics, and decision-support initiatives.

  • Provide technical guidance regarding data integration, data quality, and database architecture.

  • Ensure accessibility standards are considered for database administration tools and reporting interfaces.

Qualifications

Required Technical Experience:

Candidates must have at least 5 years of experience in each of the following areas:

Database & Data Warehouse Technologies

  • Strong knowledge of database management systems (DBMS)

  • Data warehouse management and decision support systems

  • Development, implementation, and maintenance of data warehouses and data marts

  • Enterprise database platforms such as Oracle, SQL Server, Teradata, or similar technologies

  • Database access tools used for application delivery

  • Database performance monitoring and optimization

Data Modeling & Architecture

  • Data warehouse population methodologies

  • Data modeling techniques including:

    • Star Schema

    • Snowflake Schema

    • Highly normalized data models

  • Data dictionary creation and maintenance

  • Full data warehouse implementation lifecycle, including:

    • Business requirements gathering

    • Logical data modeling

    • Physical database design

    • Data sourcing

    • Data transformation

    • Data loading

    • SQL development

    • End-user reporting tools

ETL & Reporting Tools

  • GUI-based ETL tools such as:

    • Informatica

    • IBM WebSphere DataStage

    • Similar enterprise ETL platforms

  • Analytical and reporting platforms such as:

    • Business Objects

    • Cognos

    • Hyperion

    • MicroStrategy

    • Similar business intelligence tools

Business & Professional Skills

  • Analysis, planning, and management reporting functions

  • Benchmarking methodologies and performance measurement techniques

  • Exceptional analytical and problem-solving capabilities

  • Strong oral and written communication skills

  • Strong interpersonal and teamwork skills

  • Experience working effectively with both technical and non-technical stakeholders

  • Ability to manage multiple priorities in a complex enterprise environment

Preferred Qualifications:

  • 5+ years of Oracle Database experience

  • 5+ years of SSRS (SQL Server Reporting Services) report development experience

  • 1+ year of M204 database experience

  • Previous experience supporting state government, healthcare, or large public-sector environments

  • Experience working within highly regulated and security-conscious organizations

Work Model:

Schedule

  • Hybrid work arrangement

  • Required onsite every Monday and Tuesday

  • Remote work permitted three days per week

  • Standard business hours:

    • Monday–Friday 8:00 AM – 5:00 PM Central Time

  • Occasional evening, weekend, or holiday work may be required based on project needs

Selected candidates must successfully complete:

  • Criminal background investigation

  • Client onboarding and compliance documentation

Additional onboarding requirements include execution of security, confidentiality, acceptable-use, and integrity agreements as required by the client.
