Principal Program Manager, Informatics
Job Description
The Principal Program Manager (PPM) is the executive-in-charge of the Operational Informatics Pipeline (OIP). This role is not merely administrative; it requires a deep understanding of clinical informatics to lead a "team-of-teams" in a Scaled Agile environment. The PPM is responsible for the delivery of over 200+ complex informatics features annually, ensuring they meet the rigorous standards of the VHA Office of Clinical Informatics (OCI).
Detailed Scope of Work & PWS Alignment:
- Portfolio & Program Governance: Establish the programmatic infrastructure for the OIP. Replace traditional waterfall reporting with SAFe® metrics, including Flow Efficiency, Velocity, and Predictability.
- Strategic Risk Management: Conduct enterprise-level risk management, including the development of risk registers, mitigation plans, and impact evaluations for EHR modernization activities.
- Agile Transformation Leadership: Drive the "Agility at Scale" requirement. Facilitate quarterly Program Increments (PI) and ensure all 20+ annual iterations deliver high-value features to OCI stakeholders.
- Financial & Performance Oversight: Manage the Firm Fixed Price (FFP) contract structure, ensuring all deliverables meet the Quality Assurance Surveillance Plan (QASP) standards (e.g., <3 grammatical errors, 100% on-time delivery).
Qualifications
Advanced Technical Proficiencies:
- Tooling: Expert mastery of Jira Align and Jira for backlog management and transparency.
- Methodology: Deep expertise in SAFe® Lean-Agile principles and the Continuous Delivery Pipeline (CDP).
- Domain: Comprehensive understanding of the VA’s EHR transition from CPRS/VistA to Oracle Health.
Minimum Qualifications:
- Education: Master’s Degree (or Bachelor’s + 20 years experience).
- Experience: 15+ years in clinical informatics program management.
- Clearance: Ability to obtain/maintain a VA Public Trust.
