Early Career Regulatory Compliance Specialist
Job Description
This position involves many types of planning, inspection, training, technical support, and compliance assistance services related to Colorado Discharge Permit Systems (CDPS) and other state or National Pollutant Discharge Elimination System (NPDES) regulations and permit holders. Technical knowledge and understanding of the State of Colorado Clean Water Permits, federal Clean Water Act (CWA) requirements, along with the skills to administer water, wastewater, and stormwater regulatory programs, will be required. The position will maintain familiarity with current and upcoming regulations relating to stormwater and wastewater permitting. Key Responsibilities include but are not limited to:
- Performs regular inspections on areas such as construction sites, stormwater facilities, municipal water and sewage systems, industrial facilities, and more
- Coordinates with local governments and clients to issue notices of violations and enforcement actions as needed
- Assists clients with compliance inspections with applicable national, state, and local environmental water quality standards, including all Minimum Control Measures of the Municipal Separate Storm Sewer System (MS4) permit
- Interprets Federal, State, and local regulations and ordinances to select appropriate methods and procedures for use in maintaining water quality permit compliance
- Writes and edits program documents and reports that effectively communicate stormwater requirements to stakeholders
- Frequently works with federal, state, and local regulatory agencies to ensure compliance.
Qualifications
Required:
- A bachelor of science degree in science, engineering, or a related field
- Approximately 1 to 3 years of experience with regulatory compliance related to the Clean Water Act.
Preferred:
- Demonstrated knowledge of Federal, State, and Local environmental regulations
- Experience with the National Pollutant Discharge Elimination System (NPDES), Colorado Clean Water Permitting Sectors, and Colorado Discharge Permit System (CDPS)
- Experience leading environmental compliance inspections, documenting, and communicating inspection results, and recommending corrective actions for noncompliance
- Knowledge of the Environmental Protection Agency’s (EPA’s) Industrial Pretreatment Program
- Experience issuing Industrial Pretreatment permits and licenses and inspecting distinct types of existing pretreatment systems
- Experience writing documentation and procedural materials for multiple audiences.
Additional Information
Compensation: Salary depends on experience and expertise. The typical salary range for this position is $75,000 to $85,000. Compensation includes a comprehensive fringe-benefits package. RESPEC is a 100 percent employee-owned company and employees are eligible for participation in the Employee Stock Ownership Plan (ESOP) after a qualifying period.
