For large IT projects such as the Land Information Management System (LIMS) implementation project of the New Mexico State Land Office (SLO), the state of New Mexico requires Independent Verification & Validation (IV&V) services to help improve the likelihood of the project’s success.  IV&V services provide an overall quality assurance audit of the entire project, including IT project management, software product development, and testing.  RESPEC provided the IV&V services through a series of periodic reports during the entire project (from initiation through closeout).  As with other IV&V engagements, RESPEC continually monitored the project by analyzing project activities and documents and submitting formal reports while making recommendations and communicating regularly  with the project leaders.

The ongoing risk assessments and project analyses were of particular importance to this project.  RESPEC’s staff  provided recommendations to the SLO project manager and executive steering committee on managing the project’s risks and activities, including vendor responsibilities and deliverables.  The vendor had difficulties in meeting its schedule, and RESPEC provided guidance on how the SLO could best manage the vendor while keeping the project on budget and on schedule.
